About P. & R.
P. & R. works at the intersection of statutory mental health services, social care systems, and under-served communities — with a particular focus on Black African and other Black communities who continue to experience disproportionate barriers to accessing timely, appropriate, and trusted mental health support.
P. & R. works at the intersection of statutory mental health services, social care systems, and under-served communities. We have a particular focus on Black African and other Black communities who continue to experience disproportionate barriers to accessing timely, appropriate, and trusted mental health support.
We partner with organisations to strengthen cultural capability through organisational learning, systems transformation, and equity-centred practice. Our work moves beyond one-off cultural competence training and focuses on the deeper conditions that shape everyday decision-making, service delivery, and outcomes.
Our purpose is to help organisations build mental health systems where dignity, cultural understanding, and fairness are embedded in everyday practice.
Why This Work Matters
Mental health inequities do not arise from individual misunderstanding alone. Evidence from public inquiries and health equity research shows that structural bias, fragmented systems, and culturally unresponsive organisational practices can produce predictable patterns of unequal — and sometimes unsafe — care.
These inequities are systemic, not incidental.
That is why P. & R. takes a systems approach. We help organisations examine how leadership, governance, policy, workforce culture, and service pathways interact to shape equity in practice. When organisations understand the system, they can change the system.
Our Approach
Our approach combines reflection, evidence, and action. We support organisations to build culturally responsive systems through:
- Organisational diagnostics
- Leadership development
- Co-production with communities
- Quality improvement
- Workforce development
- Meaningful measurement and evaluation
Workshops and learning sessions may form part of this process, but they are one intervention within a wider transformation agenda, not the whole solution. Real change requires shifts in culture, governance, and everyday practice — not isolated training events.
Grounded in PCREF
Our work is guided by the Patient and Carer Race Equality Framework (PCREF) — the national foundation for race-equity improvement in mental health.
PCREF provides the framework.
P. & R. helps organisations make it real.
We support providers to move beyond compliance and into meaningful change by bringing together data, lived experience, community voice, and organisational insight. This helps organisations identify inequalities, co-design solutions, transform systems, and measure whether change is truly happening.
What We Believe
We believe the challenge is not simply a lack of cultural competence among individual staff. The deeper issue is that organisational systems can continue to reproduce inequitable outcomes unless they are intentionally redesigned for responsiveness, learning, and accountability.
If the problem is systemic, the response must also be systemic.
P. & R. helps organisations move from awareness to transformation — so that equitable, culturally responsive care becomes part of everyday practice, not an occasional aspiration.
